HealthCare4ChildCare for DC Residents Who are Employees of Child Development Centers and Homes
HealthCare4ChildCare (HC4CC) for DC Residents provides free health insurance through DC Health Link for District residents (and their families) who are employees of DC’s Office of the State Superintendent of Education (OSSE)-licensed child development centers and homes.
- Employees who are District residents (and their families) will have $0 premiums when they choose to enroll into a gold essential plan.
- Premiums will be $0 for the eligible employee and their dependents (i.e. spouse and children).
- HealthCare4ChildCare trained experts will help employees enroll.
Eligibility: District residents (and their families) who are full- or part time employees of OSSE-licensed centers and homes are eligible for free premiums. Families include spouse and dependent children. Employees (and their families) do not qualify for HC4CC if they are eligible for Medicaid or Medicare.
HC4CC Health Insurance for District Residents: District residents (and their families) who are eligible can choose to enroll in one of the three gold essential plans available on DC Health Link’s Individual & Family Marketplace.

Free Health Insurance: All three plans have $0 monthly premiums under HC4CC. All plans are Affordable Care Act (ACA) plans covering doctors, hospitals, lab work, prescription medications, and other services.
Free Preventive Care: All three plans have free preventive care, meaning no deductible, no co-insurance, and no co-payment for vaccinations, annual well-woman and well-child visits, contraception, screening for cancer, diabetes, hypertension, depression, and other chronic conditions, routine eye and dental check-ups for children, and many more services.
Deductibles, Copayments, and Co-insurance: HealthCare4ChildCare only pays for health insurance premiums. It does not pay for annual deductibles, co-payments, and coinsurance. Enrolling into a DC Health Link gold essential plan will help you maximize your insurance benefits. All three plans cover services before you meet your deductible, making it easier to get essential medical care when you need it. Although these services do not have a deductible, they do have a copayment:
- Primary care visits, no limit on number of visits ($25 copayment)
- Specialist visits, no limit on number of visits ($50 copayment)
- Generic prescription drugs ($15 copayment)
- Urgent care ($60 copayment)
- Outpatient mental and behavioral health, no limit on number of visits ($25 copayment)
- Outpatient substance abuse treatment no limit on number of visits ($25 copayment)
- Emergency room care ($300 copayment)
All three plans provide:
- Free Type 2 Diabetes Care with no deductibles, no co-insurance, and no copayment, including:
- Prescription drugs, including insulin; lab tests, including a lipid panel, Hemoglobin A1C, a Microalbumin urine test or nephrology visit, a basic metabolic panel, a liver function test; a dilated retinal exam per year; a diabetic foot exam per year; primary care visits; diabetic supplies; nutritional counseling visits.
- Free Heart Disease and Stroke Care with no deductibles, no co-insurance, and no copayments, including:
- Prescription drugs, including ACE inhibitors, statins, beta blockers, NSAIDS, anticoagulants, and platelet inhibitors such as Plavix; CT Scan; electrocardiogram (EKG/ECG); lab tests, including lipid panel, blood chemistry, blood pressure reading, blood cell count, urinalysis, troponin testing, and nicotine test; primary care visits; nutritional counseling visits; smoking cessation counseling visits.
- $5 Pediatric Mental Health Care with no deductibles for children ages 18 and under, including:
- Pediatrician visits; psychiatrists, psychologists, and other specialist visits; individual, family, and group therapy; certain prescription drugs, including antidepressants, anti-hypertensives, anxiolytics, anti-psychotics, and hormone treatment; gender dysphoria services, including labs.
