DC Health Link offers small businesses two options for plan choice:

OPTION 1: By Benefit Level

Employer offers all plans from all insurance companies in a benefit level. The benefit levels are: Platinum, Gold, Silver or Bronze. Employer picks benefit level.

OPTION 2: By Insurance Company

Employer offers all plans, at all benefit levels, from one insurance company. The insurance companies are: CareFirst, Kaiser Permanente, or UnitedHealthcare. Employer picks the insurance company.

Each employee can then choose any plan that best fits their needs, and budget, from that insurance company.

No matter which option a small business chooses, the small business is in control of its budget.

Here is how it works:

The small business chooses a base plan (called “reference plan”). The employer never pays more than its contribution to this base plan.
The employee selects a plan and pays the difference, if that plan costs more than the base plan. If an employee selects a plan that is less expensive than the base plan, the employer, and the employee, save money.
The small business receives only one bill even when employees enroll in plans from different insurance companies or different plans with the same insurance company.
