The new MAGI income and household rules will not apply to all Medicaid groups. We call these the "non-MAGI" populations. Non-MAGI groups include: individuals over age 65, individuals receiving long-term care services, individuals with disability based Medicaid, Supplemental Security Income (SSI) recipients, foster care youth, newborns born to Medicaid mothers, the Medically Needy, and Medicare Savings Program participants.
