What are "full-time equivalent (FTE)" employees?

Employers are eligible to shop in DC Health Link based on the number of "full-time equivalent (FTE)" employees they had in the prior calendar year. The employer must also have at least 1 employee on the first day of the plan year. To calculate the number of FTE employees, an employer must:

  1. Count all employees who worked on average 30 hours per week or more; then

  2. Add in all part-time employees as a fraction of the hours worked by a full-time employee.

For example: SmallCo has 20 full-time employees working 30 hours per week, and 4 part-time employees working 15 hours per week (or half of the hours of a full-time employee).

Full-Time Employees: 20

Part-Time Employees: 4 x .50 = 2

Full-Time Equivalent (FTE) Employees: 20 + 2 = 22

In this example, SmallCo has 22 FTE employees.
