Outreach & Engagement Partnership Grant Program

The District of Columbia Health Benefit Exchange Authority (DCHBX) awarded grants to entities to serve as a partner in the HealthCare4ChildCare (HC4CC) Outreach and Engagement Partnership (OEP) Program. In fiscal years 2023 and 2024, the OEP Program engaged trusted community organizations and voices to support DCHBX with implementing robust hyperlocal outreach and engagement strategies. Fiscal year 2025 grant recipients are focused on health insurance literacy for employees and employers of Office of the State Superintendent of Education (OSSE)-licensed child development facilities enrolled in HC4CC.

The Fiscal Year 2025 OEP grantees:

  • Increase awareness and understanding of health insurance, including the benefits available through the HC4CC program, for participating employers and educators of OSSE-licensed child development facilities.
  • Actively engage with HC4CC enrolled employers and employees during organized discussions, events and convenings to optimize outreach and education.
  • Deliver in-depth, accurate, and easy-to-understand information about using health insurance that is customized as needed to address the unique needs and concerns of the population being served.
  • Provide information in a manner that is culturally and linguistically appropriate to meet the needs of the population being served, including individuals with limited English proficiency.

Length of Award:

HC4CC Outreach and Engagement Partnership grant award will cover the following periods:

  • June 1, 2023 – September 30, 2023
  • October 1, 2023 – September 30, 2024
  • October 1, 2024 – September 30, 2025

Additional grant option years beyond 2025 may be available with funding amounts to be decided on an annual basis.
